Exchange 2003 SBS global recipient policy

SBS 2003 running Exchange 2003. We have just added an external domain to our default global recipient policy. Emails for newly added domain are showing up in email address tab under AD user properties. No email delivery.
do we need to restart any services or reboot the server?
