Start a Stopped Windows Service

Using VB I would like to know if it is possible to start a windows service if it is in a stopped or disabled state.

Currently are user have admin rights on there PC's an they like to stop and disable certain services. One way around this is to use the login script and start the services backup.

So What I want to know is does anyone have a way to check for a particular service an if it is stopped it will start
