Windows Auth and database permissions in SQL Server

Hello Experts!

I'm trying to restrict database access for a specific windows domain account.  I need to give a client temporary access to create and configure a database on my development server.  The is server is a 2003 running SQL 2005 and IIS6.  

Being that my sys admin has given appropriate access so the client can remote into the server, I need to restrict access to *ALL* existing databases but allow them to create a new one and modify it.  I'm quite confused about what steps to take to ensure this works.  Can anyone help me outline the order in which to execute each step and what the step will do?
