troubleshooting Question

Delegate user logoff

The network is a Server 2008 DC and about 12 XP workstations.  I have a sitiation where several users share several computers.  The users are on 24 hour on call shifts, so there is not a set time or day for each to be logged in or need to be logged off.  The computers are locked down and they do not have admin rights on the workstations.  They all have seperate logins for security and tracking.  The problem they are running into is that if the previous user lockes the workstation.  The next user can not login unless they hard boot the computer.  I would like to be able to delegate those users to be able to log off the previous user.  I have serached and can not find how to do that.  If this does not exist, than other alternate suggestions are welcome.  I do have a make shift scheduled task for inactivity and psshutdown, but this is very crude and just reboots the workstations every 4 hours.  This is not what I would call a good solution.
