troubleshooting Question

create a domain wide backup user with access to back up and restore files on all PCs

I created a user in the active directory called bkuser and added it to both the administrators group and the backup users group.
but when I use that user's credentials to log onto one of the servers I get "access denied"
Do I need to add the user to each share that needs to be backed up?
Can't I create a user that will have access to all the files in shares on the domain unless it is specifically denied access?
