vb.net Application Scope Settings

I am currently working on an application in vb.net vs2010.  I am taking advantage of the My.Setting functionality with vs2010 to store all of my user level settings, but I have run into a bit of a fork when it comes to “application” level settings.

I have settings that I want to be variable, but not necessarily different for each user.  Nor do I want them to be able to edit the settings.  I do however want to load those settings from a database when the program starts.  Ideally what I need is to be able to modify the “application” scope settings in vs2010.

Is there a way to do modify the application scoped settings at runtime. Alternatively I am open to another method of storing settings, although I do like the strongly type functionality that vs2010 provides.  My third options would be to build something from scratch that just reads from the database on load and stores the values in a collection of some sort.

What is the best or most common way of handling these “application” scoped settings?
