Windows 2008 R2 server Applying Computer Settings

I have a Windows 2008 R 2 server that we have just added to a Windows 2003 Server domain, they are both DC's the issue is that when we set the new windows 2008 r2 server with its own IP address as the DNS (or 127.0.0.1) and remove the Windows 2003's dns from the new server and reboot it, it states " Applying  Computer Settings" at login for ages (5 minuttes). It's like its still trying to find the Windows 2003 DC (as we will demote this server to a member server afterwards).
It also seems to try and set the spare Nic (2 nics, even though its disabled) to a public network but cannot find anything as this second nic is disabled.
It looks like it is looking for the old Windows 2003 DC server, as when we add in the old Windows 2003 server to the DNS of the new server it's fine, and does not sit there stating "Applying Computer settings".
