4 bit icons to 32 bit

we have published applications and the icons comming along with the application are 4 bit icon 16 color where in our web application supports 32*32 true color icons. is there a way i could convert these icons to 32 bit true color?.

the icons are .ico files and the reason i wanted a 32 bit icon is because the way the application is displayes in the web page looks broken. When my web interface can support a better quality i thought of using icons that look good instead of the poor icons. the icons that come with the application exe are 4 bit only. i tried extracting the icon files from the appiication exe and this is what i am getting.  then i thought maybe i could improve the icon myself and hence the question. thanks for the reply and please suggest what can be done
Ahh, that's good information -- the files named ".ico" are a special case.  You can learn more about them here:
http://en.wikipedia.org/wiki/Favicon

You can create and edit them here:
http://www.favicon.cc/

They are not the same as ".png" images which have become my favorite for web art; the favicon files require a special editor.
