I am creating a database that, in part, contains budget codes for fiscal years.  My first though was that I would have a table that contains the Fiscal Years mapped to an arbitrary id number.    

1   2008 - 2009
2   2009 - 2010
3   2020 - 2011 etc...

 I would then have a table with budget codes, a short description, and also a reference (foreign key) to the id number of the fiscal year table.

1   SUP234 Misc Budget code 2
2  XRY345 Another Budget code  3

I thought this would work fine, however, we now have budget codes that are not fiscal year dependent.  

How is the best way to manage this in a database?  It works great until you have codes that are not mapped to a specific fiscal year.
