Gigabyte GTX460 Artefacts/Odd Pixels

I have a computer with a Gigabyte GTX460 video card, we have tried 3 different screens, and the problem still exists. The problem is that on the screen there are flashing artefacts/green pixels that move location. They do not appear to be related to system temperature, it is not noticeable when playing games. Changed system RAM and no fix. This is the 2nd of these type of graphics card, the 1st had different problems however.

The most common place for it to occur is on the desktop...

Since this is the 2nd card, do you think that the computer may be somehow killing the cards?
Possible, what power supply are you running?
Unlikely if the problems of the original card were different.
Card was RA'd and replaced and problem was fixed thanks.
