The server is a Web Host.
Any Server Document or Configuration Document settings that can be tweaked?

Can you answer the questions?

The Web Server hosts a couple of websites such as company portal, Purchase Order Systems, Employee Directory etc...
I notice when the HTTP Server Task reaches 30-40% Utilization in Domino Administrator, the response starts to slow down...
However, when I check on the Server OS(Win2003) Task Manager, the CPU ain't busy and the network adapter utilization is very low.
So, I cannot figure out the cause of the slow response...

Why do you think a web service is the cause?
Post web service code.

What about memory utilisation?
Disk IO can also be a big slow down for regularly searched databases.
Make sure they are compacted and defragmented on the OS disk system

Didn't really solve my problem
Why didn't you answer the questions then?
Kerry, I agree with mbonaci, you should answer the questions and maybe a satisfactory answer can be provided.
The problem is that there is as far as I know no setting for the http task to give priority to web services or a specific web service for that matter.
There is one setting related to file uploads/downloads with which you can manipulate memory allocation to the http task and maybe there are a few other alike settings, but I doubt very much it will help you.
And the cause for a bad performing web service can be many fold...from low upload bandwidth for extranet or internet web services, low server specs to bad programming.
So to provide the right answer we need definitely more information.

I presume - provider.
What exactly your web service executes?
