Starting at 6:12 this morning my Exchange server 2007 lost connectivity to the domain controller for an unknown reason.  I don't know what happened to cause this as no reboot was performed, power outage or updates, it just seems to have happened.  I have since tried to reboot the server and also manually restart the 3 services that fail to start (Information Store, System Attendant, Service Host) but neither worked.  I have verified connectivity to the AD/DNS server with ping and nslookup and both report fine.  From the exchange server I am able to browse the network just fine and see all of the other servers and workstations.  I have other apps on other servers that also depend on AD and they are working just fine.

Try running a setup.com /preparedomain.
This is a common fix for these kind of Issues.
It would give the the Exchange Server the right SACLS permissions on the DC's.

So I ran setup.com /preparedomain and it failed with:

Welcome to Microsoft Exchange Server 2007 Unattended Setup

Preparing Exchange Setup

No server roles will be installed

Performing Microsoft Exchange Server Prerequisite Check

    Organization Checks              ......................... FAILED
Active Directory does not exist or cannot be contacted.

The Active Directory must be modified with 'Setup /PrepareAD' before domain
s can be prepared for Exchange 2007.

The local domain needs to be updated. You must be a member of the 'Domain A
dmins' and 'Exchange Organization Administrators' group, or 'Enterprise Admins'
group to continue.

Setup encountered a problem while validating the state of Active Directory:
An Active Directory error 0x8007203A occurred while searching for domain contro
llers in domain xxxxx.com: The server is not operational.

So I ran setup.com /preparead which also failed with this:

Welcome to Microsoft Exchange Server 2007 Unattended Setup

Preparing Exchange Setup

No server roles will be installed

Exchange organization name is required for this mode. To specify an organizatio
n name, use the /OrganizationName parameter.

Exchange Server setup encountered an error.
