Missing admin link for users with user module permissions

Hi, I have to create a new user role to let users create other users.  So I created a new "Create User" role and I've given it all permissions in the User Module except the right to change their username.

The users with the "Create User" role now have access to http://mysite/admin/user/user/create but the link "Create user" doesn't appear in the left sidebar when they are logged in.  For their other roles (Create content for example), a link appears in the left sidebar when they are logged in ... what other permission do I have to give for the "Create user" or "Administer users" link to appear ?

I've never liked the Navigation menu. You could create another Menu just for that role. Or you could ditch the navigation menu and create a custom menu for all users.

I already have Admin Menu.

To make the 'Administer Users' link appear in the left sidebar when users are logged in, I had to give the 'Access administration pages' permission to my 'Create User' role.  But I didn't want to do that because that would have given my 'Create User' role access to a ton of other options I don't want them to see.

So instead I created a custom block for my 'Create User' role in which I manually add an 'Administer Users' link.
