where we can find the value of these parameters
in which file or by running which command can we know the values set to these

These are from Solaris, not from Linux.  On Linux, use

sysctl -a

to find out values of system tunables.

I fount the command but  it displayed the output of many values
which parameters of Linux are the same for these of Solaris

look in /proc/sys/net/ ipv4 and/or ipv6 for linux type settings which do not include the ones you referenced.

as well as svs's information.

Are you trying to tune the network on a server? ethtool would be a way to fix/set the speed/duplex on the interface 1000 FDX etc no autonogotiation..

I believe that you need to set net.ipv4.tcp_retries1 and net.ipv4.tcp_retries2.  See http://www.kernel.org/doc/Documentation/networking/ip-sysctl.txt for more information.
