Resource File "My Project\Resources.resx" cannot be found.

We just upgrade a VS 2005 project to VS 2008 and get the following error.

Resource File "My Project\Resources.resx" cannot be found.

This is not really surprising as the conversion routine did say it could not be converted. I went into the Project Properties\References tab and clicked 'This project does not contain a default resources file. Click here to create one.'

This seemed like a good idea. Unfortunately it displays error 'The item Resources.resx' does not exist in the project directory. It may have been moved, renamed or deleted.'

This error kind of seemed odd as this button was supposed to create a new Resources.resx file. I'm in a bit of a catch-22. Any help is appreciated.

Is there a Resources.resx file in the My Projects directory already?  If so, move it elsewhere and try using the IDE to create the file again.

There are no files at all in the 'My Projects' folder.

Perhaps try modifying the proj file.  Remove any ItemGroup or Compile nodes that pertain to the Resources.resx file.
Try creating a new project in VS 2008. It should generate a Resources.resx file in its My Project directory. Browse to that folder and copy the following two files:

to your upgraded project's My Project folder.
