I'm new in tomcat 5.5. I need to install tomcat in a windows 2008 server. Where i can find the files to install tomcat ? Does tomcat works with apache ? Or do i have to install apache in my windows 2008 ?

5.5 is actually a bit old and you'd be better with 6.0 unless you have a specific reason for using 5.5

Tomcat includes its own web server so is not dependant on IIS.
If you want to use IIS with it you still can and is explained in the following

I've download  ¿64-bit Windows zip (pgp, md5) . and it creates a folder apache-tomact-6.029 . I've tried to open the page http://localhost:8080 but it does not work. i've tried localhost but the same thine. It seems the webserver is not up. Do I need to configure anything else ?

32-bit/64-bit Windows installer for Tomcat.   Please note that while this distribution includes the vast majority of the base distribution, some of the command-line scripts for launching Tomcat are not included. This distribution is intended for those users planning to launch Tomcat through the Windows shortcuts or services.
or

2)apache-tomcat-[version]-windows-x64.zip
64-bit Windows specific distribution that includes the Windows service wrapper and the compiled APR/native library for use with 64-bit JVMs on x64 Windows platforms.

or both ?

the 2nd will only run on 64bit architecture, you'd only need that if you are using a 64bit box and you needed to take advantage of 64bit architecture.
In the majority of cases its not necessary
