Could you help me to idenftify the meaning of RAS.

Dear,

I do have two domains ae-ejar-dc-01 and ae-ejar-dc-02. ISA server and and ISA server application which is installed on the other server. Some computers are configured to acquire IP from the first domain (DHCP active range from 100 to 200) while the others are configured as static IP's range from 172.16.0.70 to 172.16.0.90.

Please, find below my questions:

1- Why Ips such as 172.16.0.100 are under ae-ejar-dc-01 with unique RAS? see image01.
2- what is RAS?
3- Why I am not able to ping some IP's such as 172.16.0.115? see image02.
