I currently have a router setup inside our lan which i am testing in a lab environment.  I have created traffic shaping/limiting policies on this router and am trying
to test that they are working as intended.  Is there a way which i can saturate the connection between two pc's to check that the rules are working. I have routing and nat setup so that I can connect from inside the test network to a machine outside the test network and vise versa.

I would suggest iPerf.

You can installing it on both machines and run tests between them. iPerf is good because it eliminates overheads that something through a browser may add. Its easy, simple to use, and free (it it a command line program)

ive been using iperf and jperf but wasn't quite sure of the best settings to use to guarantee maxing out the connection between two points.  Could you help me out with a couple of usage examples

iPerf is great, because out-of-the-box it will do exactly what you are after.

On the server/one computer run:
iperf -s

On the client/other computer run:
iperf -c [server_ip]

Also, you can checkout this website, has some more configurable options that you may want to use:

I hope this helps. iPerf is really the no-fuss way of testing throughput.
