This must be done per site, not possible globally.

There is an UNSUPPORTED way to possibly do it, by this will violate your user agreement with Microsoft.

Follow the stesp.

1. Browse to Top Level Site(Root Site)

2. Site Actions => Site Settings => Modify all site settings  

3. Click on Advanced Permissions

4. Settings => Access Requests

5. uncheck the checkbox for "Allow requests for access". then click OK button.
