I can't make the cursor turn to a hand on any browser.

OnmouseOver should work, onfocus don't work either.

<div align="center">

                     <img class="nextStep" src="code2/images/button-continueOrange.gif" width="114" height="46" onmouseover="this.style.cursor='hand'" onclick="return Validate_Step1();" title="Get <cfoutput>#Product#</cfoutput>  Quotes.">

                        </div>

I had no luck with a plain <img> in FF.  You might have better luck if you wrap the image in an anchor.  Then apply the css to the <a> instead.

<style>
      .hand { cursor: hand; }
</style>
<a href="test.cfm" class="hand"><img src="images/testImage.jpg"></a>

Try onmouseover="this.style.cursor='pointer'", 'hand' only works in IE.

hand is not a w3c cursor image.  you'll either need to add a url as a pointer, or you need to use a w3c cursor.
These are your options:
[ [<uri> ,]* [  auto | crosshair | default | pointer | move | e-resize | ne-resize | nw-resize | n-resize | se-resize | sw-resize | s-resize | w-resize | text | wait | help | progress ] ] | inherit

You might be wanting the pointer cursor, not the hand.

Yeah, I read that. But strangely "hand" does work in FF 3.6.x.  But I'm no CSS expert. So I agree it might not be the right choice.  For details:

Or modify the style or CSS property, then you don't need onmouseover:
 <img class="nextStep" style="cursor: pointer" src="code2/images/button-continueOrange.gif" width="114" height="46" onclick="return Validate_Step1();" title="Get <cfoutput>#Product#</cfoutput>  Quotes.">

Methinks there's an echo.

use this,

<div align="center"><a href="#"><img src="http://www.afform.co.uk/images/newsletters/footer_left.gif" width="29" height="41" border="0" class="nextStep"></a></div>
