Group Policy for Windows Firewall not picked up by Windows 2008 Server.

We have a GPO that automatically disables Windows Firewall on clients that are connected to our domain, unless, they are also connected to another untrusted network.  We just installed a Windows 2008 server and it is not picking up this policy, and the firewall stays on unless it is manually turned off.  Any way to make this server pick up the policy?

Where is the policy coming from? Is it a Windows 2003 Domain Controller or Windows 2008 Domain Controller?

Windows 2003 DC.
Policy was linked at the wrong spot.  It was only affecting workstations and not servers.
