Try a static HTML file in wwwroot.  What happens?

I am working on a vendor installed server. Have to install php for a web flash frond end template. <br />
php is installed and works from the command line. When I create a php info file and try to access it it gives me a 404 access denied error. Put the info.php file in wwwroot directory. I'm guesiing permissions but am not that familiar with iis 7. What do i &nbsp;check?

IIS is Internet Information Services, the web server included with Windows Server operating systems.
