How to block terminal server c: drive?

How can I edit the GPO to block Windows 2008 R2 Terminal Server Users access to C: drive?

But how would the administrator and dba see the local drives?
You would allocate different GPO objects for different users. Administrators and DBAs would use one GPO where the drive is restricted, while other users would have the GPO discussed above with the restriction in effect.

Local GPO has this hide drive option , OU GPO does not have the option to hide local drive, so my question is in limbo, any suggestions?
