"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

In 2003 you don't use the Exchange Console you use Active Directory Users and Computers. You need to make sure that you have the exchange extensions installed (which will be on the exchange server, if you want to use an admin machine you'll have to do a custom install of exchange and select only the tools).

Right click the user in AD Users and computers
Select exchange tasks
then select create email.

Pretty much that easy.

No, you have to have a AD account to create a mailbox.

You can create an alias though to an existing account, if that's of any help.
