Blackberry administration service - application server starts and stops

I just installed the newest version of blackberry enterprise server express on a Small Business server 2003 console. The installation was successful, but the Blackberry administration service - application server service will not start. When I attempt to start the service it will start and then immediately stop.

I have already changed the port from 443 to 663 and that still does not fix the issue. Will someone please help me with this issue?

I rebuilt the BES and it started working correctly.
