POP3 outlook express username / password issue on SBS2003 and Exchange

We have a strange issue trying to use pop3 access to a particular exchange/SBS 2003 server.
While certain users can successfully connect to the exchange server from Outlook express using POP3 and their usual username and password, others get the message username or password is incorrect

What could this be?

Try using the following as a username:

donain name\username

Actually just worked it out, to be more accurate, one of my guys did after I found the same incorrect or at least inappopriate in this case, suggestion to use "domain-name\username", but di not work.

it is actually "username@sbs.local", that is the username + the local domain.

SO THIS ACTUALLY DOES WORK: "username@sbs.local"

NOW: can someone explain how is it? why is it that some users can log in with just username and others can't, they have to use the username  + local domain formula...?

Why is it that you can even google this problem and can't get an answer for it, even though this problem apparently exist for years....?

How can MS get away with putting people through this crap?
