Is it possible to connect to remote registry without Netbios (.NET 4)

I have created a small utility in C# Express which is used to do a netbios scan and return the names, ips and logged on users. Our networks team have recently insisted we disable NetBIOS over TCP/IP, so scanning our new Windows 7 machines the utility falls over.

I have manged to replace the netbios part with an IP scan, but seem to be unable to connect to the registry using Microsoft.Win32.RegistryKey.OpenRemoteBaseKey on the new machines.

I have tested using the IP, HostName and HostName.DomainName to connect and always get an IOException (The network path was not found.) However the computer returns a ping using IP or HostName.

Should this work when NetBIOS is disabled on the Target PC?
