The biggest issue is transforming the analog video into a digital format in order for the editing software to use it and record it to the DVD. Others here may have a better idea on which software suites work best in the preferred OS you are using.

You essentially need 4 things.
1- vhs player
2- a video card or stand alone card that has video IN capability
3- Software that can edit and transform analog (VHS) into Digital (DVD)
4- Time, as you need to run the VHS in real time in order to record the video onto the PC.
