Looking for .NET tool to build Outlook Email Account

I have a client running Outlook 2003 who's secondary email account (Gmail) periodically becomes corrupted.  (I suspect user error.  He's a great guy, but he is masterful and corrupting software and breaking hardware.)  Presently, I hop on his laptop, delete the problematic account, and rebuild it.  It only takes 5 minutes, but I'm only in his office once a week, so often he has to wait for me to fix it.

Any chance someone has build a little .NET console-based app that creates an Outlook email account?  The app, of course, needs to be configurable.  I'd prefer VB.NET as the development platform, but I certainly could tweak a C# or C++ app to get it running.
