I setup a new Windows 2008 Enterprise R2 Terminal Server and I tested user login with users only in the domain users group and saw they can create folders on C:D and E: local disk drives, how can I restrict them from having access?

Right click on each drive (Properties) and go to Security. Remove Users (local users)

On the same tab (Security) click on Edit, select Users and you can Deny (Modify and Write)

Tha also restricts the admin and dba , what else can I do?

In that case you can just Deny just "Write" on Users

In that case they will not be able to create files and folders but able to read all the file and folders on those drives.
