The images look great just within an RDP session but within citrix or the server desktop. The images are grainy. They also look fine from the server itself.

Where are the settings to adjust color and resolution? The published app is set to 32 bilt color and 1280 X 1024.

You need to check the max memory setting for a session.  The default is to degrade color first and then resolution.  This is probably the issue you are seeing.
Under your policies, configure and apply a policy that overrides the default 32768kb per session to 65535kb per session.
You may also want to disable all image compression in this policy.

I think you'll need to change image compression settings to view the image in high quality.

I set lossy compression to none and the splash screen for PS is still grainy as compared to terminal server.

How do I know if the unfilter policy is taking effect?
Are there any other settings I can try or even GPOs?
