Exempt certain mailboxes from Global Journal Policy

We have a compliance system that pulls emails out of a mailbox and does its magic to flag messages for compliance policy.  We have an exchange 2007 environment with a global Journal All rule.  That works fine except in one case.  We have a few offices that are not hosted on our servers.  They send us their mail to a specific mailbox and the compliance system pulls email from that mailbox as well.  What is happening is the message is getting ingested into the compliance system twice.  Once for the Journal all rule and once for the mailbox they are sending too.  My question is, is there an easy way to exempt that single mailbox from the Journal All rule?

only if you purchase enterprise CAL's and enable rules based journaling (premier journaling).
A simpler (and cheaper) way to do it would be to create a new information store and have only those mailboxes on that store. Then simply do not enable journaling on that store.

We do have the enterprise CAL's.  We are using the rules based journaling.  It is set to Global-all messages.  I know I could choose recipients, but I don't want to go in and modify the rule every time someone new is brought on.   I would rather leave it at everyone and exempt one particular mailbox.  

We are not using store based journaling.

you can DISABLE journaling per individual (provided that has enterprise CAL associated).
Possibly easier for you is to move to store based journaling.
Sounds like a mission, but it will be the least headache for you long term.

How do you disable journaling for a single user?

To solve the problem we did enable Store based journaling.  The journal mailbox and special mailbox are in their own store that is not journaled.  
Sometimes the simple answer is the best one.
