Adobe Acrobat 9 Pro doesn't have feature to enable comments in Reader.

I have Adobe Acrobat 9 Pro and can add comments to a pdf. The pdf file properties shows no restrictions and commenting is allowed. But there is no option on any toolbar to "enable commenting for free acrobat reader". As soon as I send the pdf via email or save it on a disk and open it in another computer with just Adobe Reader, comments are disabled and there are restrictions attached to the pdf all of the sudden.  I have been all over the Adobe site documents and forums and no where is this addressed. It seems like such a simple task.  Why does my version of Adobe Acrobat 9 Pro not have the "Enable comments" feature under any of the tools on the toolbar?  How can I send a pdf with user rights?

Hi

Go to Advanced menu and select Extend Features in Reader. Adobe changed the name and place in the last few versions (7-9).

It says "Extend Features in Reader" but only related to forms options. These are just text documents and not forms too.
I see, so you don't have the simple commenting option under 'comments' menu (see below)?

Nope. It's very weird. I don't have any option that says anything like "Enable Comments".
Hm. This is strange indeed.

Can we check that it is never there, ie if you create a blank PDF or open another PDF, is it also missing?

Just to rule out a document issue...
Yes, I created a new document and opened two other pdf files. Each time the options were still not there.
I don't think there is a way to disable menu functions other than the toolbar show/hide...

What version have you got (latest > 9.4). Have you tried updating? Last time someone reported something similar he state 'version error' as the reason...
I have Adobe Acrobat 9 Standard (9.0.0). I thought it was Pro, my bad. It should still have this feature.
