JDBC thin driver TAF

I know JDBC thin driver doesn't support failover or TAF but my question  is what is the usage of the JDBC url with the failover parameters? i have seen people using it .Our application team is using the jdbc thin driver with the service name(11gr2) and one of the DBA was saying as we're using SCAN NAME in the service which is TAF enabled so load balancing and failover of session/select queries is happening?I'm all confused, one side the docs says its not supported and other side the apps team/DBA team before i joined here has tested failover and are saying its working as expected.How to prove them wrong that TAF doesn't work with thin client.

Is there any difference between thin and OCI drivers in 11g in terms of performance and security,another DBA is suggesting that we should use jdbc thin because of security.Are there any security issues with OCI?

What is it that i need to do as a DBA to setup FCF ?
