Win 2003 Server not in Browser list

Can ayone tell me if this situation is by design from Microsoft?
I have a Windows 2003 server and it's name does not show up on the browse list?.  
This server is the First Domain contoller and has DNS, WINS, and DHCP running on it.  It is also the PDC emulator as well as the Master Browser.  It has a valid browse list that is being replicated to the backup browsers.  The only entry that is missing from the Browse list is the name of this domain controller.   All my tests for AD, DNS, WINS and DHCP, netdiag,  and BROWSTAT are good.   I have hard coded in the registry at HKLM.....Lanmanserver/paramaters the hidden=0 data line.   No change.  
The network is running without issues and I can ping and map to this server with no problem.   Name resolution is also working.  
I have set this up in my test lab and have gotten the same results which leads me to believe this is by design.
Can anyone verify if this is by design?  If it isn't what do I need to change?

Browse list on the server or a client?

The Browse list is on the Master Browser Server (Domain Contoller - PDC emulator) but missing it's own server name.  I can force the server to announce it's self but it never gets added to the list.  When I do a BROWSTAT VIEW, I can see all my systems except the said server.
Is NETBIOS enabled or disabled over TCPIP?
It is Enabled
