Register with someone like dyndns.org. You can then access remotely using a URL. Most ISP facing routers have the ability to configure for dynamic dns to keep the external facing IP up to date.

Another option is to use the free version of Logmein Hamachi. It creates a dynamic VPN between your home computer and your remote computer. It is free for personal use. I used to use it 3 years ago and it was excellent for the reasons you stated above. I haven't had the need in the past three years so I don't know if the service has degraded or improved since then.
Basically you install Hamachi on both your home computer and the remote computer (notebook?) and then it creates a peer to peer VPN that allows you to not need to know the external IPs. You just use the Hamachi IP to access your machine. Download it and look at its instructions and I think you will be OK.

You cannot "Remote in" to a dynamically assigned IP when it is assigned by DSL. You can with a fixed IP of a cable modem, but not DSL. First, the DSL doesn't give your router a real IP address to "remote to", and second, your DSL router won't let the traffic through anyway, because remote in connections don't use the HTTP port 80 -- it uses blocked ports. So what you are trying won't work with dynamic IP numbers.

As long as your ISP doesn't block incoming port 80.

Thanks for the help, I managed to get it working on many ports via Virgin so they must not black many if any ports, I found that web sites that probe you external IP for open ports was very usfull to determine if the ports I opened we seen and conectable..
