How do I troubleshoot switches going slowly?

I'm having issues with one of my switches getting really congested. Every morning it seems, the users that are connected to that switch are having really bad connection issues. I'm getting ping times of over 2 seconds. I've had to do a hard power cycle on the switch to get it running normally.

What's confusing is that some users that are not connected to that switch directly also have some similar network issues, whereas other users will remain unaffected.

I have 2x 24-port Netgear switches (GS724T) and 2x 48-port Netgear (GS748Tv3). They are linked together and uplinked to a router.

As for the steps I've done: I've actually replaced the switch in question with a new one and the issue persists. I still need to do a hard reset to get it working correctly again. When the problem occurs, the link lights are on, and some show activity. I've replaced some cables and removed what I believe to be unnecessary ones.

What are the next troubleshooting steps I can perform in order to narrow down the problem?
