Cannot set ADSiteLink max message size

I am running the following command on our Exchange 2010 server which is also the Hub Transport Server, however it always throws up the below Insufficient Rights Error. I get
I am running PS as Admin
I have checked the Allow Inheritable Permissions for both Admin accounts I have tried and same results
Have checked that the server is a member of the Exchange Trusted Subsytem group
Admin accounts are members of the 'Organisation Management' group

On an additional note, I have tried the same command on another customers Exchange server and the command ran fine, however this was an Exchange 2007 server.
