Server 2008 Network Cards keep cycling

I have a Server 2008 machine that is giving me major network card issues.

I have 3 network cards installed on this machine, 2 on board, 1 card.

When I boot into Server 2008 the network cards keep cycling, from cable plugged in to identifying, to connected, then to cable unplugged.

They keep cycling like this, even with the cables unplugged,

We've tried rebooting, re-installing the drivers, just about everything I can think of.

Also this machine is a Hyper-V host (not that it matters but in case it does.)
