Google that Error?  "Prerequisite check "CheckActiveFilesAndExecutables" failed"

Some process has a file lock on some files that need replacing.  Are all Oracle processes stopped?

is clearly saying that the oracle is up, couple of questions in the direction to help you.

1. Were oracle instance(pmon/smon etc.), listener and all other Oracle related processes down on this box?
2. What is the output of the command "ipcs"?
