dxwebsetup.exe gives error "A cabinet file neccessary for installation cannot be trusted"

I am not able to install the latest update for DirectX on my Dell Laptop PC running Windows Xp SP3.

The update dxwebsetup.exe give an error whilst installing components ... "A cabinet file necessary for installation cannot be trusted"
I have verified that Cryptographic services are running.
I have downloaded the file dxwebsetup.exe fromMicrosofts web site twice and the same error occurs.

The current version of DirectX installed is 9.0c
