MKDIR command results in "Access Denied" message

I have the following command:

If not exists "C:\Program Files\Folder1\" mkdir "C:Program Files\Folder1\"

This works for most machines. However, there are some random XP machines where I receive this message "Access is denied."

I'm confused as to why it works for some and not others. It works on my XP machine whether the read only attribute is on or off. It doesn't seem to matter.

Is there something I'm missing?
