Cant set my DNS Replication scope to "To All DNS servers in this forest"

we have upgraded our DCs from 2003 to 2008.  I noticed that by default it set replication settings to "to all domain controllers in this domain."  The problem is we own 2 companies.  They have their own domains called A & B and we made them fully trusted.  some of the users needs to access both companies so we need both company domains updated.

when i go into change zone replication scope and try to change it to "To all DNS servers int his forest" i receive an error message in the picture attached.  
Anyone know how to resolve this matter?
Right now when i add a server on domain A, i have to manually go into DNS(DC) server for domain B and add it to the domain A scope.
