Can I prevent a user from moving a file?

We have a large shared drive on a server, lately I've noticed that a lot of the folders are getting moved to weird places on the drive, or outright deleted. So is there a way I can prevent users from moving the files (I know I can deny delete permissions), but what about move/cut and paste permissions? Also is there any way I can track what user did what to the the drive (know what user deleted/moved a file)? Thanks.
