change data drive "F" to "D" causes error "an internal error occured"

On server 2003 (a terminal/application server) I am trying to change the "F" data partition to "D" prior to installing applications. When I try to do this via the server management console, I get an error saying "Operation Canceled, an internal error has occured".

I have already tried doing this in Safe Mode with the same effect.

What are my options? I really dont want to wipe and reinstall this server.

I had to remove the page file from the drive and then could use the diskpart tool or the GUI management toolsto change the drive letter.
