is there anyway how to backup vpn/dailup users&password.. in windows with cmd?

Yes. You need a third party free software to do that.
Download dialuppass from the following link

http://www.nirsoft.net/utils/dialupass.html

then open a command prompt window and type 'dialuppass.exe /stext <Filename>' for text file backup or 'dialuppas.exe /shtml <Filename>' for html file backup.

the anti virus , say that is a virus :(

its a password revealing software, some anti-virus software will recognize it as psw tool and its normal.
Its not a virus though

Ill try to find some other solution for you, but i don't know for sure if there's any
