Can I use a Cisco SRP 521W to connect two sites on a hardware vpn solutions. It is two small offices (4 users total).

According, to data sheet, yes. It supports IPsec VPN but has a limit of 5 tunnels.

They work as a responder to any VPN transponder such as the SA 500 series.
