Hi,
Does windows sdk or psdk have ATL so i could compile atl lib for commercial use without having visual studio?

How I know you can use ATL in commercial projects. We did so and past Microsoft certification with such projects. Of course we have the Microsoft subscription. If you use Studio Express, the answer will be probably yes. Read here:
