I'm using SharePoint Foundation 2010 and wanted to know if it is possible to sync domain users and user pictures with from Active Directory to SharePoint Foundation. I know it's possible with SharePoint Server but (as far as I know) Foundation does not have the User Profile Service.

If not, do I have to manually add each users picture?

You are right. This is "not" impossible, but the needed tools are not present at Foundation 2010.
You have to write a tool that will transfer that information from active-directory to sharepoint, or do it manually for each user, or update to Sharepoint Server 2010.
Sorry.
