ASP.Net using XML instead of Sync Services

Hi  I'm a complete newbie to PDA programming.  Would like to use ASP.Net as this is what I'm comfortable with.  I also wanted to use Sync Services but have been advised that my client would have to purchase a full version of SQL server and he is only prepared to buy the Express edition.  The app only has to transfer delivery jobs to a driver and then send back details when each delivery has been signed for - as there is a limited amount of data involved, I'm wondering it we could use XML so we don't even need SQL or SQL CE?  I need to know what the limitations are if any before I go down this route.
